I suspect it likely has something to do with all the week old shuttle pilots in every system for 2 or 3 jumps each way. In other words just another average gate camping corp. 
Yes, we are everywhere. All of them for the whole region. Every AFK ship you see is just an alt...and some you can't even see. MUHAHAHA!
